Arthur M. Harkins, Ph.D. (born 1936), is an associate professor in the Department of Educational Policy and Administration and faculty director of the Graduate Certificate in Innovation Studies program at the University of Minnesota (UMN) who co-authored StoryTech with George Kubik.
